To help curb traffic congestion, a House funding plan included in House Resolution 206 sought to ask voters to approve a one-cent statewide sales tax for roads and transit.
Because the legislation included an amendment to the Georgia Constitution, it would have required approval by two-thirds majorities in each chamber before going to voters.
