The ports in Los Angeles and Long Beach have implemented a Clean Trucks Program to improve labor conditions and reduce the environmental impact on the surrounding communities. The plan for Los Angeles requires that all drivers servicing the port be employees of the carriers. And although Long Beach will allow both employee drivers and owner-operators – all drivers must have health insurance.
However, these rules are impractical for most OOIDA members who are long-haul drivers and infrequent visitors to the ports. Applying such rules to drivers hauling goods for interstate commerce may also be unconstitutional.
